Description: Applies to firms seeking government contracting opportunities with state, county, city and local jurisdictions. Some of the jurisdictions include the City of Portland, Multnomah County, METRO, and the Portland Development Commission.

  • Must be at least 51% owned by one or more qualifying individuals.
  • Average annual business income over the previous three fiscal years must not exceed the size limits as defined by the North American Industrial Classification System (NAICS).
  • The minority or woman owned firm must independent.
  • The minority or woman must have managerial and operational control over all aspects of the business.
  • The minority or women owner(s) must have made a contribution of capital or expertise to acquire their ownership in the business.
  • The minority or woman owner(s)must have training and/or experience in the primarly field(s) of operation.
  • The minority or woman owner(s)must currently hold the essential professional license in the field in which this firm operates, e.g. electrical supervisor, journeyman plumber,civil engineer.
Application Form: Certification Review, Minority and/or Women Business Enterprise (MBE/WBE)
Renewals: Continued certification requires the applicant to complete and submit a no change statement each year and a certification review application every three years.

Documentation to be submitted with the certification review application at the end of the three-year certification includes:
  • business federal tax returns (sole proprietor, partnership, LLC, corporation)
  • current Oregon licenses - business and individual
  • documentation to support any changes in the business structure, ownership, location over the previous three years
