| Description: |
You must be enrolled in the Child Care Division's Central Background Registry if you are:- The owner, operator, employee, or volunteer of a child care program regulated by the Child Care Division;
- The operator, employee, or volunteer of an Oregon pre-kindergarten program or federal Head Start program;
- An employee, regular visitor, or an individual in a regulated child care facility who may have unsupervised contact with children;
- A contractor or an employee of the contractor who provides early childhood special education or early intervention services;
- A provider or resident of a Registered or Certified Family Child Care Home; or a
- Designated employee or volunteer of a Metro service district.
The purpose of this requirement is to assure that an individual's criminal history and child protective services records are checked prior to the individual assuming their job responsibilities in the above settings. Active enrollment in the Registry must be verified before the potential employee, resident, or visitor is physically present in a child care program. You can obtain a paper copy of the administrative rules regarding the Registry by calling the Division at 1-800-556-6616 or online access is available at CCD Central Background Registry. |

Enrollment is effective for two (2) years. |
| Fees - application, exam, etc.: |
$3.00 per person. There may be additional charges if a Federal Bureau of Investigation (FBI) check is required (see "Documentation" for an explanation of when an FBI check is necessary). |

| Prerequisites: |
Before you can be enrolled in the Registry you must:- Complete and submit to the Division an "Application for Enrollment in the Child Care Division's Central Background Registry", form CHR-601;
- Be determined to have no criminal or child protective services history or to have dealt with the issues and provided adequate evidence of suitability for the Registry; and,
- Pay the applicable processing fees.
Your enrollment in the Registry may be revoked at any time if the Division becomes aware of actions on your part that would cause you to no longer be eligible for enrollment. Reasons why such an action would be taken are outlined in the Division's Central Background Registry rules. See Removal (sections 414.061-0050 and 414.061-0110 You will be notified by mail of the action and the reason for the action. You will also be notified of your right to appeal the decision and how to do so. However, if you are removed from the Registry you will not be eligible to work in child care settings as of the effective date of the removal until you are reinstated. |

| Renewals: |
Prerequisites: A renewal application will automatically be mailed to you four months prior to the expiration date of your current enrollment. Renewal is contingent upon:- Completing and submitting to the Division an "Application for Enrollment in the Child Care Division's Central Background Registry; (If required, provide additional documentation for Federal Bureau of Investigation (FBI) background check. See "Documentation" section of this site below for more information.)
- Be determined to have no criminal or child protective services history or to have dealt with the issues and provided adequate evidence of continuing suitability for the Registry; and,
- Pay the applicable processing fees.

Completed "Application for Enrollment in the Child Care Division's Central Background Registry". Application forms can be downloaded from this webpage and are available from the Division by calling 1-800-556-6616.
In the following cases a Federal Bureau of Investigation records check must be conducted: 1) your Oregon State Police Computerized Criminal History record shows multi-state offender status, 2) you have lived in Oregon less than 18 months or 3) CCD has information that you have committed a crime in another state.
NOTE: If an FBI check is required, you will be mailed the forms needed to gather the additional background information the Child Care Division will need in order to determine your eligibility for the Registry. |
| Additional Information: |
If you are denied enrollment in the Division's Central Background Registry for reasons other than failure to provide requested information, you may not be able to reapply for enrollment in the Registry for 3 years from the effective date of the denial.
